In retrospect, Palmer's rating without results presents that there is a play calling problem -- the elements of the Bengal offense are not being used to best ends. However, to let the NFL officiating off the hook for causing the Bengal defeat would be unconscionable. NFL officials appear to be 'managing' games, and they did so in obvious sad fashion during last year's Super Bowl wherein Seattle suffered a huge brunt of NFL bias.
